Summary The article deals with the modernization of the public service in order to conform to new challenges and risks prevailing in the postmodern world. As social institute, public administration has some sacred features, such as an inclination towards the use of official position and power for personal purposes, an attempt to limit a number of new actors, guarantees preservation of the status of the members of this layer regardless of their behavior, lack of personal responsibility for the decisions taken. The administrative reform, which are based on traditional principles of modernization (the implementation of successful models of functioning of the executive power in developed countries), lead to an increasing aloofness of bureaucracy.
