Summary The theory of democratization by Maxim Kovalevsky is considered in this article as an instrument to form an area for state-civil society dialogue. The main idea of the article is to show how the personal point of view and social activity of sociologist can influence the social and political climate in the country. The author emphasizes Kovalevsky�s position about the optimal way to establish democratic institutions in society. It consists in the onward adoption of these institutions on the base of the specific historic experience. Educational activities, development of local self-government institutions, formation of social movements on the local level are determined as principal conditions to progress the state-civil society dialogue.
